IT Procurement Contract Specialist – Austin, TX (Hybrid)
Contract: Long-Term
Eligibility: Must be local to the Austin area and able to work onsite 3 days per week. Must be able to work on a W2 basis (no C2C, 1099, or third-party vendors). Must be eligible to work in the U.S. without sponsorship or visa transfer.
Overview:
We are seeking an experienced IT Procurement Contract Specialist to support solicitation package development, procurement coordination, and contract management for state health initiatives. This role requires strong experience with RFP drafting, stakeholder collaboration, and knowledge of state procurement processes.
Key Responsibilities:
• Draft RFPs and manage end-to-end procurement packages.
• Collaborate with SMEs, PCS, and Legal Services on solicitation content and processes.
• Provide technical assistance and serve as SME for procurement and contracting requirements.
• Lead and participate in JAD sessions to elicit and refine requirements.
• Coordinate procurement activities across multiple program areas.
• Develop and deliver presentations and training materials for staff and management.
Qualifications:
• 5+ years drafting RFPs within state health agencies.
• 5+ years leading JAD sessions for requirements gathering.
• Medicaid experience strongly preferred.
• Knowledge of procurement regulations, negotiation practices, and software licensing.
• CTCD or CTCM certification a plus.
